RFP Now Open for Watershed Plan-EIS & EIS Adoption

Columbia Basin Conservation District (CBCD), formerly Grant County Conservation District is pleased to announce we are currently accepting proposals from qualified firms to assist with preparing the required Watershed Plan-Environmental Impact Statement (EIS) and the Adoption of the United States Bureau of Reclamation (USBR) EIS Odessa Subarea Special Study (OSSS), pursuant to Public Law 83-566, the Watershed Protection and Flood Prevention Act for the Odessa Groundwater Replacement Program (OGWRP).


In August, the OGWRP Watershed Planning Project (PL-566) Sponsor, East Columbia Basin Irrigation District (ECBID) entered into an interlocal agreement with CBCD to assist with preparing the Plan-EIS and EIS Adoption.


To help further accelerate this important work, CBCD collaborated with ECBID and NRCS to develop the Request for Proposals (RFP) that is being used to solicit proposals from qualified firms who are interested in providing professional services to complete the statement of work.


The RFP closes on September 30, 2022 at 5:00 pm PST.


CBCD, ECBID, and NRCS will continue to work closely through the proposal review, selection, contracting, and planning phases to help ensure all efforts are being made to expedite the preparation of these documents.
